You will receive the letter with your password and a picture signed by them. It didn't last long time for me, but as things are going now, maybe you have to be a bit patient this time  :unsure:

I dont  think its from firewall . You gotta have priority from the administrator who haves the server for some ports.
Or try deactivating the firewall and then try to connect to irc
most of all irc server ports are 6667-6669 i think so :D
