My Windows decidet to knock out Sound system... and I cannot reinstall it. Because the Windows do not allow it.
If Windows has a problem with the sound card's drivers, uninstall the sound card, let Windows realize it has an unknown component, then reinstall it's drivers.
If you've got the drivers on a CD, you shouldn't have *too much* problems. If that's not the case, knowing the brand of the sound card helps (usually can be found on the card itself).
If that doesn't work, ritually sacrifice your copy of Windows to the deity of your choice. (or, alternatively, just ask here for help)
